Great condition, some wear and tear here and there. Dry cleaning would fix it perfectly. It's lined, see pictures. It is missing two buttons. The very bottom and the very top.
This looks like a custom item made by high and mighty in Portland, Oregon. They do have a RN number, which indicated it's a very rare. The material feels like suede, but because there is no specific tag, I cannot say for sure.
